Report of the CCMPO Blue Ribbon Commission on Innovative Finance:
The Board of the Chittenden County Metropolitan Planning Organization (CCMPO) recruited five prominent Chittenden County citizen-statesmen, each with extensive experience in the public and private sectors, to form a Blue Ribbon Commission on Innovative Finance of transportation (BRC). The charge of the BRC was to: "Provide recommendations by December 1, 2008 regarding viable innovative finance strategies to advance the region?s transportation needs, including all modes as well as the necessary connections with our land use, economic, environmental and quality of life needs."2008

Analysis of the Managerial Capability and Financial Capacity of Twelve Rural Transit Providers:
The purpose of the study is to analyze the managerial capability and financial capacity of the remaining rural transit providers to determine whether any of these systems are at risk of failing and to identify policy changes and technical assistance that should be provided to improve managerial capability and financial capacity.2004

Report of the Public Transportation Task Force To the Chittenden County Metropolitan Planning Organization Board:
In April, 2003 the CCMPO formed a Task Force to begin implementing the recommendations of several public transportation studies commissioned by CCMPO, CCTA, and the State of Vermont over the past five years.2004

CVU Transportation Study:
Hinesburg
In late 1999, Champlain Valley Union High School (CVU), the Town of Hinesburg, and other interested parties initiated a project to explore the potential for integrating public transit and student transit in the CVU School District. This study was undertaken to determine what problems currently exist with public and student transit in the District and to identify issues and opportunities for solving these problems by fully or partially integrating student and new public transit services.2000

Operational Analysis, System Plan, and Funding Alternatives for the Chittenden County Transportation Authority:
The CCTA Systems Plan and Operational Analysis is intended to redesign the transit system and the Transit Funding Alternatives Analysis explored the alternative funding mechanisms to generate the funds to support the new design. This report summarizes both the systems plan and funding alternatives. These projects explored a vision of what services CCTA would need to operate to optimize efficiency and effectiveness.1999

Burlington / Essex Passenger Rail Feasibility Study and Corridor Analysis:
Burlington / Essex / Essex Junction / Winooski / Colchester
CCMPO engaged a team of consultants led by R.L. Banks & Associates, Inc., (RLBA) to assist CCMPO in determining the feasibility of passenger rail service in the Burlington-Essex corridor, assuming it operates as an extension of the Charlotte-Burlington passenger rail project. This report describes the analysis accomplished, as well as the consultant's conclusions and recommendations.1999

Burlington Multimodal Transportation Center:
Burlington
The consultant was commissioned to study the feasibility of a waterfront transportation center/mixed-use joint development project. The purpose of this study was to identify and evaluate potential sites for the facility, and to make final recommendations regarding the prefered site, the overall feasibility of the project, the potential costs and funding sources for the project, and implementation strategies.1998

Public Transit Operations Funding in Chittenden County: Current Conditions and Potential Opportunities:
This report examines the background of this issue and identifies the myriad methods used by other states and local governments around the nation to finance public transportation. The pros and cons of employing these methods in Vermont are also examined.1998

Burlington Tri-Center Transit Study:
Burlington / South Burlington / Winooski
The cities of Burlington, South Burlington and Winooski explored Light-Rail Transit systems (LRT) for a consensus on a preferred strategy to improve public transportation linkages between the downtown commercial cores of the three cities.1996

Increasing Multimodal Travel in Downtown Burlington:
Burlington
The original purpose of this project was to study the feasibility of a comprehensive transportation center in the vicinity of the proposed Champlain Park Way terminus in downtown Burlington. Components considered for the transportation center include: 1. intercity, interstate, and intracity bus, 2. passenger rail station, 3. light rail station, 4. taxi dispatch terminal, 5. ferry transportation, 6. bicycle storage facilities, 7. travel information, 8. parking facilities, and 9. pedestrian access. Events since that time have led to a slightly different focus for this project, including: A. adoption of the Burlington Municipal Development Plan, B. enactment of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), and C. initiation of a larger study focused on planning for the waterfront area including planning for a transportation center.1993

Transit, Bicycle, and Pedestrian Improvement Study for Williston and Shelburne Roads: South Burlington, Vermont:
South Burlington
The goal of this study will be to find ways to balance the use of the corridor and improve it for bus, bicycle and pedestrian traffic. This design is an attempt to accommodate the needs of several transportation users and to create a truly inviting and comfortable shared transportation corridor. It maximizes the use of alternative transportation choices, relieves the current pressure on automobile use, and improves the traveling experience for all those using the corridor.1993

Vermont Rail Feasibility Study:
The Vermont Agency of Transportation, together with the Vermont Rail Council and its team of consultants, has completed this final report of the Vermont Rail Feasibility Study. The goals of the study were to look at opportunities for expanding passenger rail service in the State of Vermont, the feasibility of implementing commuter rail service as part of a Route 7 Reconstruction traffic mitigation program, ways to improve the economic benefits to the State from its rail freight industry, and strategies regarding abandoned or under-used rail rights-of-way. The results of the study have been incorporated into a set of conclusions and recommendations.1993

Light Rail Transit in Burlington, Vermont: An Analysis of Viable Routes & Construction Costs:

A short paper discussing feasibility of a Downtown Burlington to Airport LRT line as an economic development strategy.1992

Final Report ~ Commuter Rail Reasibility Study for State of Vermont Agency of Transportation:
The feasibility of commuter rail service has been proposed for study on three routes serving Burlington and neighboring communities: 1. Montpelier Junction/Essex Junction/Burlington, 2. St. Albans/Essex Junction/Burlington, and 3. Middlebury/Burlington/Essex Junction. Determination of proposed commuter rail service feasibility is a four step process, incorporating the following successive assessments: Is the proposed service physically and operationally feasible? What patronage might the service attract? What would the service cost? Is the service sufficiently attractive to warrant the expenditure of public funds from a cost-effectiveness standpoint or on the basis of community goals and objectives?1991

VermonTrain: A Plan for Cost-Effective Regional Rail Service in Northern Vermont Using Diesel Multiple-Unit Railcars:
Privately developed proposal submitted to the Vermont Agency of Transportation.1989

Chittenden County Bus Stop Location & Design Study:
This report presents general guidelines and recommendations for efficient location and design of bus stops. A literature search and field survey of CCTA bus stops was used to develop this summary of recommended practices and procedures.1988

The goals of this effort were to: 1. Develop a ?vision? plan for linking existing or planned development and transportation facilities in the Town of Milton; and 2. Improve overall mobility and accessibility to the Town Core Area and other locations inside and outside of Milton.2002
